All new SSSTS (commonly known as septic systems) in the State of new York need to be designed by a Professional Engineer or Architect. The review of these designs depend on the location and the purpose of the SSSTS. Generally within the watershed, all residential and commercial SSSTS within the watershed of NYC are reviewed by the New York City Department of Conservation, (NYSDEC). Ulster County and Schoharie County has its own Department of Health, UCDOH. and coordinates its reviews with the NYCDEP. Generally outside the watershed, the residential SSSTS plans are reviewed by either the regional county health departments that have jurisdiction or the local code enforcers. Commercial systems are reviewed. by the regional New York State Department of Health or county health departments that have jurisdiction. There are typically three stages to the installation of a SSSTS system. Step 1-Soil testing to determine the characteristics of the soil to sustain the SSSTS system, Step 2-Design based on the results of the soil testing and location of the system components, Step 3-Construction/inspection & sign-off. Typically the local code enforcers require an approved SSSTS plan prior to issuing a building permit. An inspection sign-off is required prior to issuing a Certificate of Occupancy, C.O. The Catskill Watershed Corp, CWC, . is a private-non profit agencey dedicated to the preservation of water quality. In the interest of retaining the quality of the cities water supply, the CWC has prioritize certain areas within watershed of NYC for its SSSTS rehabilitation/replacement reimbursement program. This is a win/win program for the city and the owners of existing SSSTS. |
